Drought Relief Grants

Note: all funding for the Drought Relief Grant Program has been allocated.

Background

OWEB received funding to provide grants for drought relief during the 2021 Second Special Session of the Oregon Legislature. These grants are supported by General Funds and support activities focusing on drought relief and resilience.

Broadly for OWEB’s grant programs, eligible applicants include tribes, watershed councils, soil and water conservation districts, not-for-profit organizations, schools, community colleges, state institutions of higher education, independent not-for-profit institutions of higher education, and political subdivisions of the state that are not state agencies. A state agency or federal agency may apply for funding only as a co-applicant with one of the other eligible entities. OWEB’s Drought Relief Grants include:

Jefferson Soil and Water Conservation District (SWCD) Soil Conservation Grant

This grant provides funding directly to Jefferson County SWCD to support stewardship practices in Jefferson County on irrigated land that is at high risk for erosion and soil degradation. The grant also provides funding to limit the spread of noxious and invasive weeds. The grant enables Jefferson County SWCD to assist agricultural producers who have been forced to fallow irrigated agricultural fields due to drought.

Klamath Off-Channel Livestock Watering Grants

This program provides grants for livestock watering well and the construction of off-channel water facilities in Klamath County. These grants help irrigated pasture owners to move livestock watering facilities away from riparian areas. This minimizes grazing impacts on riparian areas and dependency on in-stream water sources.

Statewide Irrigation Modernization Grants (excluding NUID)

This program provides matching grants to support investments in irrigation modernization projects around the state. Projects supported by these grants should protect or restore natural watershed or ecosystem functions in order to improve stream flows.

North Unit Irrigation District Irrigation Modernization Grant

This grant will provide match funding directly to the North Unit Irrigation District (NUID) to support investments in irrigation modernization projects within the NUID boundary in Jefferson County. The funding will support water conservation projects that protect or restore natural watershed or ecosystem functions in order to improve stream flows.
